Graton Resort & Casino: A $1 Billion Expansion Plan

Let’s begin with the showstopper: Graton Resort & Casino, located in Rohnert Park, Sonoma County. The property is undergoing an expansion with a jaw-dropping $1 billion investment. And no—it’s not an exaggeration.

Plans include an additional 144,000 square feet of gaming space, featuring 2,000 new slot machines, a brand-new poker room, a high-limit area, and a 28,000-square-foot panoramic restaurant.

In addition, a new hotel wing with 221 rooms will be built, adding to the current 200, alongside a 3,500-seat entertainment theater and a five-story parking garage equipped with solar panels and EV charging stations. Goal? To become the second-largest casino in California by number of slot machines, trailing only Yaamava’ Resort & Casino.

Sky River Casino: Elk Grove’s Rising Star

Roughly two hours away, Sky River Casino—opened in 2022 in Elk Grove (part of the Sacramento metro area)—is already setting sights on becoming a major player. Operated by the Wilton Rancheria Tribe in partnership with Boyd Gaming, this casino is ready for its next leap.

The expansion will unfold in two phases. Phase one brings a 1,600-space parking structure, an upgraded valet area, and a new grand entrance. Phase two will deliver a 300-room hotel, luxury spa, outdoor pool, event center, and 400 new slot machines, along with a VIP high-limit area.

The strategy is simple but effective: not just gaming, but an immersive, full-service experience that appeals to both local patrons and destination tourists.

Gold Country Casino Resort: Elegance in Oroville

Further north in Oroville, Gold Country Casino Resort is also gearing up for growth. While the exact value of the expansion hasn’t been disclosed, it involves 25,000 square feet of added gaming space, 300 slot machines, a high-limit lounge, an upscale bar—and most notably—the first full-service Wahlburgers restaurant in California.

Though seemingly minor, the culinary addition is part of a broader move to diversify offerings and attract a wider demographic of visitors. It’s gaming, but reimagined with sophistication and lifestyle appeal.

Koi Nation: A $600 Million Project in Wine Country

Meanwhile, the Koi Nation, a small federally recognized tribe, has made waves by proposing a $600 million casino resort in Sonoma County, in collaboration with the Chickasaw Nation of Oklahoma.

The venture, however, is controversial. Several local tribes and even Governor Gavin Newsom oppose the move, accusing the Koi of “reservation shopping“—acquiring land outside their traditional territory to build a casino.

Proponents argue the project complies with legal standards and could provide much-needed economic support to the Koi Nation. The decision now rests with U.S. Interior Secretary Deb Haaland, whose ruling will have far-reaching consequences for tribal gaming sovereignty. This case reflects deeper tensions within California’s tribal gaming industry, but also underlines the high economic stakes.

Economic and Social Impact

Let’s be clear—these projects are more than just architectural ventures. They’re economic engines. The Graton Resort expansion is expected to create over 2,000 construction jobs and 600 permanent positions.

Similarly, Sky River’s growth will generate hundreds of new jobs, bringing a tangible boost to the Elk Grove and Sacramento economies.

Additionally, because tribal casinos operate as sovereign entities, they enter into revenue-sharing agreements with local governments. These funds support education, infrastructure, and essential services—making the impact of casino expansion both local and long-lasting.

There’s no denying that these expansions are also a response to rising competition. With more than 60 tribal casinos operating in California, standing still isn’t an option.
